Graphics???

Does anybody know a site where I can make graphics like this

Generally speaking you don't want a site, you want software. Try this http://www.gimp.org/ - it's free and reasonably easy to use (there are also online tutorials and help docs). A site for making graphics will always be painfully limited in what it can do, whereas software like the GIMP (follow my link) or Photoshop will give you the freedom to create anything you like.

As a side note, there is no need to make the designs that are on the picture you link to - someone has already done that for you... why not make something original instead? ;)
