My uncle sent me a ASUS V9999GT graphics card , he's from England, I have the cooler in the right spot and the graphics card but when I try to put it in the graphics card (I have woefully incomplete words sorry) the graphics card has more little spikes on the bottom than my computer can handle. Is this because it was bought in England?(I'm in America)

It's not compatible with your computer. The card is too old for your PC. Buy a new one.
